If you have use of template guides it is possible to construct a simple jig and produce the dowel at an angle to the material using the routerLearn new Routing skills with the use of the template guides

No doubt you have looked at the lee valley pencil sharpeners.
There are similar things you can make......the chair makers have been making various deviced for ages
you can make a hand driven pencil sharpener out of a block of wood and a spoke shave blade.....use a bigger block put two big handles on it and you have a device that works by hand for making tennos or dowels...of if you are adventurous, it can be used to make dowels in the lathe.
There are so many ways you could do this, with so many different tools.
