Have you tried sealing the timber first with a coat of thinned down shellac.?

Any chance of a bit of climate control perhaps???

I need to know what it is you are doing & what type of timber are you using & the lacquer used ??, try slowing down your stain with retarder thinners (as long as you are not using a water base stain) it will give you a longer working time with the stain then seal it 1 or 2 coats,tone it with a spirit stain to your desired colour then top coat it, 3 coats of lacquer is the norm for a good quality finish... let nobody tell you any different,......ASK ME I"M A FRENCH POLISHER.

If you put a coat of shallack wouldn't the stain just tend to sit on top????
