Yes, and yes!

It does soak in (in fact you should thin it 50/50 with white spirit for the first coat to aid the soaking in) and it does harden, by oxidation. You will need about 3 coats generally, including the thinned first coat, allowing 24 hours for each to dry. It forms a non-gloss surface, so further finishing (waxing or whatever) will be required if you need a gloss finish.

So really, Tung oil will leave you pretty much as you are now with your Teak Oil.

Get some of Neil's Traditional Wax. Just hand rubbed on and buffed with a soft cloth it gives a beautiful finish.

If you're into other projects I think you're cupboard should have the following :

Traditional Wax
Hard Shellac (use it thinned down to 50%, applied with a pad)
Sanding Sealer
Tripoli Powder
EEE Polish
A Swansdown Mop (excellent buffer)

*Don't forget to get the whole surface *very* smooth before applying anything.
