Default Waterbased paints on oil based sanding sealer

If using the likes of Wattyl sanding sealer, which is thinned by mineral turps, can water based paints be used on top of this successfully?
    regards,

The saying " Oil floats on water" is relevant in the painting industry - means you can apply oil finishes over water based finishes but not the other way around.
I've just become an optimist . Iv'e made a 25 year plan -oopps I've had a few birthdays - better make that a 20 year plan
