My experience with truss rods is you dont need to turn 'em much to get a fair bit of change in neck relief. I wouldnt expect youd need more than 1/4 turn of the rod to adjust for different guage strings. If the rod's not moving then youre either at the limit of the thread (unlikely) or its just jammed. Have never had this problem so dont know whats next apart from trying to get some lubricant onto the threads. You might get lucky and be able to use a syringe to get some graphite grease onto the threads or you could carefully spot a bit of CRC in there and see if it frees things up. Failing that you may have to either live with the strings you currently have on the guitar or lift the fretboard and do some surgery on the truss rod.
Whatever note you blow youre never more than a semitone away from the correct one....(Miles Davis)

Sometimes a gentle tap on the end of the truss rod helps, had to do it on my washburn

I had the same thing happen with a new Fender acoustic. It made horrible cracking noises just putting a load on and not turning it. I think this was glue cracking up around the rod. In the end it was something wrong with the rod. I took it back for a warranty. This story does not have a happy ending though.
I left the one they gave me hanging in a stand one day while I was at work and when i came home the headstock had broken through along the scarf joint line. Perhaps a change in to lower humidity here in Canberra.
Hope your story has a better ending and a bit of lube does the job.
