To answer your main question -- yours truly. (look at my signature block)
To respond to your unspoken question -- I'm fairly sure the smarts within the battery charger can tell that the charger isn't plugged into 120V, 60 Hz so the battery charger won't work on Australian power systems. (I had the opposite, my Aus charger didn't work on US/CAN voltage cycles.)
I'm not sure what issues would surround using 120 V, 60 Hz electrics on Australia's 240 V, 50 Hz supply.
And shipping.
Air postage from Canada is a mix of "by volume and by weight". I haven't worked out how it works but the Post Office ladies seem to measure and weigh parcels 4 or 5 times before quoting the price. In 2015 we air mailed some gifts back to AUS. Cost was about CAD $180. Maybe a bit more. Volume and weight for the presents was significantly less than the Festool sander and systainer.

220 ~ 240v to 18v
I'm deducing it's a way to keep the Festool countries from competing.
The warranty won't be honored in Australia like an Apple Global Warranty.
I know our notebook power supplies work in both countries.
I just have to use the right power plug.
So the question is is the price savings worth the hassle and cost plus shopping?
Any suggestions on which Canadian shipping company you think is the best?

If you don't have an existing charger to suit there is one currently on Gumtree.
I don't think this is relevant. Notebooks are typically supplied with "universal" chargers - just pop on the right plug adapter and you're good to go.
As far as I know, the Festool charger is tied to the country of supply's power system.
I've just gone down stairs and weighed my ETS 125 REO. Similar form factor and weight to a RTS 400
In its Systainer the ETS 125 REO weighs 3.7 kg
two 3.1 Ah batteries would add something like 1.3 kg
The charger (mine's a TCL 3) would add a further 0.7 kg or so
The whole shebang including the external cardboard box would come to something like 6 to 6.5 kg.
So you may want to re-estimate the shipping costs.
Oh, and before I forget, your CAD $300 is actually CAD $315 after including taxes.

Without seeing the shipping box, I estimated 14 lbs. Near enough for now to 6.5 kg.
Parcel Monkey is estimating about $140 +GST to ship to Australia via UPS.
Just be aware that the Canadian-US Border is currently closed.
I have two relatively small packages (one about 500 g, the other about 2 kg) currently sitting in Los Angles and San Francisco (respectively) waiting for on movement into Canada.
I've bought Fe$tool from the UK and registered the tools for warranty here without a problem. Never needed to claim, so who knows what might happen.
That sander kit (new model) is over $900 here now, so even a couple of hundred $ shipping will still see you well ahead.
When you registered, did you register thru the website or thru sales support?
I was able to register thru sales manager on a Festool battery saw after the website and sales support told me I couldn't.
As I didn't have an authorized seller number.
I don't expect to need the warranty either since it's just for hobby use.
Individually ~$1100AU here I think.
But available in a pac for $990AU.
With Festool cable and battery port to mains converter.
And bluetooth batteries which the CA batteries are not.
I have always registered via the web but one of the questions asked is about who sold it to you and you have to select off a list of AU sellers.
This may have consequences for the warranty.

I registered through the website. Think I just selected my local Total Tools who have supplied most of my Aus Fe$tool. Went through fine, and all the tools show up in my account on the website, with warranty details.
