level a wall frame

I'm making a small 3m tall shed on an exisiting concrete slab. The slab is 4m x 1.5 and has a fall along the 4 meter length of 10mm. I plan to anchor my wall frame to the concrete. How should I level the frame? Do I pack the bottom plate, do I ignore a 10mm fall or do I do something else?
