Many photo apps can handle this. eg. Adobe Photoshop.
Personally I use Irfanview, which is a free download (for non-commercial use) for this and other gfx manipulations.
Sorry, I've been using it for so long that I can't tell you whether the line art filter is part of the original download or a plug-in I've added. Either way, it should be a simple matter to get it up'n'running. ;)
(edit: the Mrs just mentioned that MS Powerpoint also handles it. D'you already have that installed?)
