Is there any way I can scan some old negatives and process them through the computer so as they can be printed as positives?

You will need a scanner with backlight capability. There are some flatbed scanners about that will do multiple strips or you can buy cheap dedicated slide and negative scanners too, I think Aldi sometimes has them.

You can do this with photo shop
You can buy a negative scanner for a few dollars from anywhere that sells cameras. We have one that was a gift a few years ago and was around $20.
You can as already said scan with some of the better scanners or photograph the photos on your phone then move them over to the computer and use Photoshop or other photo manipulation program, either on the computer or online.
