luckily I had another one not as good quality that had metric rule, so swapped that over. the circle thing on left does not want to adjust, it has 2 very fine flat screws on other side, didnt want to touch them without your knowledge. What is the spring thing?

I think the spring is just slotted over the ruler so that it will stand upright on the narrow edge, this combined with the semi circle gauge could then be used like a protractor possibly
The centre section of the protractor head is clamped in a rebate in the outer section with those screws; if it doesn't adjust with them loosened, take them out and you should be able to push the centre section out and clean off any rust and gunk. I had the same problem with an old Starrett protractor head, a quick rub with a stainless steel scouring ball got it spinning freely.
No idea about the spring thing, but maybe you clip it over the rule so it can stand on edge?

Missing the centre finder attachment. The sping may have fitted into it. The sping is a retainer for one of the attachments can't recall which tho helps hold tension on the rule

The Protractor head has two flatter screws holding the swivel part in its rebate , you dont touch them unless it needs taking apart . They have a larger finger operated screw for the setting in place . There should be the three on the one side .
The Spring clips over the cast square head , not the rule as I also thought. To hold the square up to something hands free. I had the same question answered a few weeks ago by a friend . And he sent me this .

There is the third screw for the fingers below . Have you got that with yours?
If you swapped out the original rule for a metric one and think your not needing the original Id give you $20 for it . I need one, exactly that sort.
Personally though, I'd be using one in the square and the original in the protractor, so no need for fluffing around when you need to use the protractor swapping the rule over.
