I was able to cut a small square from the plaster...
I was able to cut a small square from the plaster and take to Bunnings where they did a scan and matched the paint, redid the parts I stuffed with the new paint and now has fully blended.

I've done a number of tests and it's just coming from the drain plate only.... I don't need to rip the entire balcony, I'm just after suggestions to properly seal around the plate again.... eg....
