that board is a sub board from the main board,...
that board is a sub board from the main board, just 1 of 6. they are all pretty much identical
heres the layout of the stuff. one main board on ground floor, 3 sub boards on each level. -

thats what gets me a bit here, isnt neutral bar supposed to be connected to the ground bar in the subboard there? or doesnt it matter as long as in the main switchboard its connected together?
