i would respectfully suggest that the winding mechanism has been forcefully used with the locking lever tightly locked and thus either the worm or the rack have had the teeth stripped. i had this...

did you release the locking lever before trying to adjust height . If not you may have stuffed up the worm drive that drives the height adjustment.

If you position your 2 bolts correctly, you will only have to loosen one and take out the other. The rail then pivots down. Definitely thread the cast iron plate Laziness triumphs yet again ...
