I'd say the pencil marking is the date it was made. If it was made in Cairns it would often have a AJ Draper and Co or Svendsons sticker on it somewhere (they were the 2 biggest furniture makers...

if the paint isn't peeling as it was in our 70 year old place I would just paint over the top. Trying to strip vj's is a long, messy job which can drag on for a long time, as well as exposing layers...
