Another idea is that the material that manufacturers use for their die stock maybe 25mm dia nominal so no outside dimensions are machined/ground.

One reason I have found for hydraulic jacks leaking is the screw in the base for lowering the jack. This is usually a 3/8 UNFbolt (or M10) with the end flattened for the jack handle.... -

Hi Uee,
I would suggest you harden and temper/case harden the ratchet gear because on my Douglas the pecker is hardened and it is wearing away the gear wheel. Douglas does get used a lot though.... -
