I got my toy yesterday.The speed change is sticking.The bottom pulley has been freed up . Should I attack the top one

I am not sure what type of lathe the Wl 18 is, but what do you have to lose by trying to free up the top pulley
I try and do new things twice.. the first time to see if I can do it.. the second time to see if I like it
