If you can make the appropriate arbour for a power drill, you might be able to use a 4" flapper disk to do this. Or, you could have a look around the craft section in Bunnings for an insert of the appropriate shape rather than trying to shape the base.

I made similar concaves using the little sander wheels available for Dremels etc.
Try doing it manually with a really sharp carving knife or chisel.

If I were to address the problem, I would mount a square on a faceplate and turn a Bowl in the center of the block, using my lathe... then incorperate the block into the construction as the bottom of the box.

If you have a lot to do and are keen you might follow the method used by David marks to use a router to carve a bowl in the middle of a table.

Budgies don't care about decor: ours seem to prefer a hollow in the bottom but they don't seem to care about whether it's nice and smooth or otherwise.
I built two boxes not long ago for our breeders, simply roughing out the hollow with a hammer 'n chisel. The first one I spent ages sanding, trying to make it nice and smooth... by the time I was done I was bored with the whole project and didn't bother with a clean up of the second. Can you guess which one our budgies prefer? The second, the "rough" one, has seen about 6 or 7 clutches while the smooth one has only been used once.
Probably just the positioning of the boxes (the rough 'un is slightly more protected from the weather) as , apart from the hollow, the boxes are otherwise identical... it just goes to show that rough enough is good enough as far as the budgies are concerned.
