I am always surprised how many americans love to blacksmith and metalwork their woodworking tools. I can rough blacksmith and use a lathe and mill and weld (very roughly) I have two semi retired engineers with their own light engineering works within 2ks of home and blacksmith who will have go at a challenge but to me it takes too much time and money away from what I want to do, good Witherbys don't cost a lot in the US as long as you stay away from the bay and are willing to clean up a bit and sharpen properly.
I am curious to see if this gets any activity

As you suggest, Neil, Witherbys probably aren't rare enough to warrant the serious attention this poor old thing would require to give it back a normal life. I think it's destined to remain as a cold chisel, or be put on display as an example of what heavy-handed, uncaring people do to good tools! I've managed to resurrect several squished sockets by careful grinding & re-polishing the outside & cleaning up the inside with files & scrapers, but they only had a mm or two of damage - this one is well beyond my limited capabilities!
You do come across a lot of damaged sockets. I simply can't fathom why people are too useless or too lazy to replace a broken or lost handle. Replacing a socketed handle has got to be one of life's easier jobs - you could whittle a serviceable handle with a pocket knife or another chisel in about 5 minutes. It takes all kinds, as they say.....

There are some things that just don't cut the mustard in their used state: Batteries, uranium, toilet paper are some of the things that spring to mind, but files are very definitely in this category.

Excellent working condition...
Clearly "excellent working order" means something different on eBay:

I mean, I can look past the rust... nasty plastic(?) handles... "tilting" handles (I assume this means they're loose?)... missing depth adjuster screw... but um, where's the blade, cap iron and lever cap? I'm not quite sure in what sense this can be classified as any type of working condition. Anyone care to enlighten me?
