Its very good for particular applications such as strip plank building when you will be using something like epoxy and fibreglass as well, that method of strip planking is talked about in the west systems book by the gougeon brothers, it's free and available as a PDF online

My neighbours father built a paddle board using Paulownia, got me to rout holes in it for the fin and handhold. It was the recommended timber for the design. Worked well with an epoxy top coat.

I used it for the stringers on my SOF kayak and currently have a stock of strips that will start going onto my new hull very soon.

What sort of boat did you have in mind?
I have built a dozen strip built kayaks and a canoe using Paulownia. I spite of having quite a good supply of recycled WRC, My kayaks are over 95% Paulownia.
There are a few people making Paulownia surfboards using a variety of methods. One method involves no fibreglassing, probably similar to the old balsa boards.
For strip built kayaks, the timber needs to be light and fairly good to bend, plane and sand. Paulownia ticks all those boxes.
