    Don't quote me, but it looks like the measurement indicators that are mounted on the feed axis of lathes/mills etc.

    Screw jack?? For accurate height adjustment on machine tables.
    Especially if there isn't a hole thru the core piece for screw.
    just a thought off the cuff...!

    Like AndrewOC I thought it was some sort of screw jack, but it just spins, now change in height. The range on each dial is 3mm and .100". I should mention that the black part is mounted on a spring and has about 1mm of movement up and down.
    Durdge39 They look just like the dials off a lathe but they are geared to each other. Although there is enough "slop" that they can be disengaged and turns independently.
    It just occurred to me that I didn't give any scale
    The Dia of the bottom piece is 52mm, the black piece 41mm, the total height 36mm.

    Well I thought I knew what it was. I was wrong.
    I'm starting to wonder if its a tech school project, but the level of finish is pretty high.

    It looks like graduated wheels for a lathe or similar. The gears are for transposing, to indicate both metric and imperial. There are 2 scales, which would support this guess.
