Have a visit to your local Bob Jane T Mart or truck tyre place.
Have never made rubber bands like Watson suggested but have used many from car and truck tubes by just cutting them across the tube - this also allows you to make them as wide as you like. At times they can be difficult to place over jobs but I have had success by using bits of PVC pipes of larger diameters than the job or knock up a wooden frame and then roll the band off the pipe/frame onto the job.

The rubber in inner tubes is a lot more durable than ordinary stationary supply. The latter can give up after a year or so due to drying out. Bands from inner tubes last almost forever. I still have some made by my late Dad over 40 years ago and they're still good - pretty much like Bob's method.
For longer bands, you can cut an inner or outer strip from the circumference of a car or truck tube. The crosscut or circumferential band is also more symmetrical than cut on the bias. Also, just use an entire bicycle tube - various sizes available.
