Now it is clear that by returning the battery, I am responsible for postage, which means that I am out-of-pocket.
Further, it is evident that the Seller is not based in Australia, as implied by the website, but based in China.
The long-and-short of this is that I can try and cut my losses by sending it back (poor option, as waste my time and it may be months before I see any money back), or I just keep and use the battery (which is likely what I am left with).
So much for Buyer Protection. Any thoughts?

I've been through a few of these over the decades. I was an early adopter ebay about 2000 before paypal existed. I joined paypal shortly after they began.
My advice for what it is worth is to write to paypal pointing out that your order was unambiguous, the seller required repeat prompting before sending a clearly wrong item and therefore the mix up is ENTIRELY their fault and you should not be penalized with return postage. Suggest that you are happy to return the batteries with tracking but that upon receipt of the goods a full refund including postage should be paid. You need to specifically state this is not a change of mind nor damage in transit nor any other shared responsibility situation, the fault is entirely on the seller and that you have records of your order and subsequent correspondence (assuming you have).
Also be careful when shipping them. Batteries are considered hazardous goods and you actually aren't supposed to ship them in australia.I'm just a startled bunny in the headlights of life. L.J. Young.

Derek, That’s about a carbon copy of the email I got from PayPal re my ‘not fit for purpose’ stepper controllers.
Same problem - bought from supposedly Darwin but had to send back to China. PayPal would not listen to the arguement re purchase location vs return location.

It's a pity you can't send the goods back "REPLY PAID" so the original sender has to pay; especially when it's there muckup.....
If the seller is an eBay seller, report them to eBay admin as a bogas seller; plus give them a fully negative review....

I’d definately argue it. I just looked at their website through the link you posted and it clearly states that they are “Australian owned” and that their batteries are 100% Australian stock (althoug this may only refer to laptop batteries). When I click on the “payment & shipping” tab it comes up with an address in Granville, Sydney.
If this was purchased through Ebay then the listing should also state the item location.
Argue, argue, argue. At the end of the day emails cost nothing.Nothing succeeds like a budgie without a beak.

I'm really surprised you are having the hassles that you are. I've found all Chinese sellers to be absolutely exceptional in fixing mistakes.
Why not just sell the battery on Ebay? (or here) and ask the seller for the difference?
If you kept the delivery package, send it back "not at this address"?

I no longer trust paypal or ebay's buyer protection for this exact reason. I only use it for convenience (as its easier then going through CC) and most of the time the seller will just send refund as they dont want negative feedback.
If you bought it via their website then there is no feedback system so this something they can do. It is always more expensive for us to ship to china then it is for them to ship here. So Paypal's buyer protection sucks/worthless.
Thats why when using paypal always use CC and not paypal funds or funds from bank account. Genuine CC disputes usually go in favour towards the buyer.

I have written to PayPal:

I am expected to ship the item to the Seller's address in China, when he advertised it sold from Granville NSW?! Further, is this not fraudulent advertising - I believed I was making a purchase from an Australian business?
Then I am expected to pay for shipping, and only receive payment for the item cost when the Seller states the item is returned (in China)! All the costs and risks are mine! What if the Seller states it was not received? What proof have I? If sent to an Australian address, it can be registered.
How is any of this Buyer Protection? I am out of pocket for the Seller's poor delivery, absent communication and mistakes in the product sent.
Ask the Seller to make a reasonable refund (no less than $40 - the $10 he offered was for a cheaper battery, not an incorrect battery which was not wanted).

Does this mean that they offer a guaranteed refund of $45 in all for an item returned if the Seller does not refund? And this still does not cover shipping costs?

And it doesn't address the fraudulent behaviour of the seller saying they are an Australian seller....
This issue needs to be escalated to a supervisor or higher, Derek, for my money, just on principle....
The seller needs to called to account as it sounds like you've done your doe so why not send a few emails; yes persistence will win the day!!

As they state that the service may cover the cost of shipping, you can now ask if that is in addition to the sellers offer to refund the cost of the actual item.

As they say they are an Australian seller, simply ask for their Australian address to send it back to.
Just because an Australian seller *chose* to send it from Botswana or Timbuktu, has no impact on you. That's merely where the item came from, at the sellers discretion, not the location of the seller.
If you bought something from "Greg of Sydney City, Pitt Street" and he chooses to send his item from the moon or via sled dog from Mawson Base Antarctica, does this mean you are obligated to book a flight on Elons next SpaceX rocket?

Derek, here is an article about an AU registered Silver Centre and a FB reference to an actual street address.
However after reading the article you may decide to cut your losses and just go with whatever Paypal offers.
